Blackwell to be interim city schools chief

Rosa Blackwell, an educator and administrator in Cincinnati Public Schools for more than 30 years, will serve as acting superintendent beginning next month while the district works to replace its outgoing chief by September.

But that means Mrs. Blackwell, the district's deputy superintendent and wife of Ohio Secretary of State J. Kenneth Blackwell, won't be able to apply for the permanent position.
The school board previously agreed that whoever is named acting superintendent would not be considered for the permanent spot.
It was important to us for the process to be one that did not have any appearances that it was a done deal, and that anyone who is applying is not competing with the person who has the job, said board president Rick Williams.
Board members say Mrs. Blackwell, who applied four years ago to serve here in a three-person superintendency, agreed to stay out of the running.
She could not be reached did not return calls for comment.
The board Thursday also accepted Superintendent Steven Adamowski's resignation, effective Aug. 19. He's taking a faculty position at the University of Missouri-St. Louis. Mrs. Blackwell will take the helm that day and will oversee the start of school for the district's 42,000 students on Aug. 26.
She is extremely dedicated to doing what is best for the children of this district, board member Harriet Russell said.
Mrs. Blackwell has worked here as a teacher, assistant principal, principal and associate at Mayerson Academy , a staff training center. The board agreed to raise her salary from $130,000 a year to $150,000 while she is acting superintendent.
