Traficant in prison in Pa.

CLEVELAND - U.S. marshals transferred ex-Rep. James A. Traficant Jr. on Monday from Summit County Jail in Akron to the minimum-security Allenwood federal prison in White Deer, Pa. He is to serve eight years there for bribery and racketeering.
Mr. Traficant had requested to be placed in an Ohio prison so he could run for re-election Nov. 5 as an independent in his congressional district in Youngstown. Both Mr. Traficant's spokesman and state officials said they did not know if his assignment to a prison outside Ohio would affect his eligibility to run.
The U.S. Constitution states that a congressional candidate must be an inhabitant of the state where he is seeking office. But there is no precedent for someone running from prison.
He's still moving forward as if he was running. But it's a gray area; nobody's ever done this before, said Traficant spokesman Dean Caputo.
Mr. Traficant, 61, was convicted in April on 10 counts, including bribery, racketeering and tax evasion. Last month, he became only the second congressman expelled from the House since the Civil War.
He had represented the Youngstown area since 1984.
