Two charged in thefts of mail, IDs

LEBANON A Lebanon couple one of them an ex-convict who allegedly used his job as a sanitation worker to steal identities were indicted by a federal grand jury Wednesday on dozens of charges.
Federal authorities accuse John Duncan, who also goes by John Gotti and Jovanni Fabiano Mangotti, and his wife, Michelle Lee Mangotti, of stealing mail and using the identities of nine people from Indian Hill, West Chester and other communities to secure credit cards and loans totaling $93,232.70.
The scheme began in March, two weeks after Mr. Duncan was paroled from an Ohio prison where he served one year for theft and assault offenses, authorities said.
Court documents indicate the couple used the money to buy computers, shoes, beauty products and other items. They also are accused of pilfering two Procter & Gamble dividend checks totaling about $31,000 from the mailbox of an Indian Hill couple.
Mr. Duncan, who is in custody in Warren County, and Ms. Mangotti face 41 counts of conspiracy, fraud, wire fraud, bank fraud and theft. They are scheduled to be arraigned in U.S. District Court in Cincinnati on Aug. 15. Police were trying to locate Ms. Mangotti on Wednesday.
West Chester police investigated after a resident complained credit cards had been taken out in his name. They traced purchases to an apartment on La Luz Boulevard in Lebanon, authorities said.
An affidavit for a search warrant indicates that Lebanon and West Chester police staged a delivery of some of the packages May 29, and received a statement from Ms. Mangotti about their involvement.
