Accused Pepper kidnapper arrested
One of the men accused of kidnapping Cincinnati City Councilman David Pepper was arrested again Saturday after another victim identified him as the man who stole her purse.
Officers from District 2's Violent Crime Squad picked up Michael Watkins, 18, of College Hill, on Saturday afternoon after filing another robbery charge against him. Even though he and an accomplice were indicted in the Oct. 17 gunpoint robbery and kidnapping of Mr. Pepper, Mr. Watkins was out of jail on home incarceration.
The 63-year-old victim picked out Mr. Watkins' from a picture as the man who grabbed her purse Halloween night on Linwood Avenue.
