Top picks: Some killer choices at 9 p.m. on this first sweeps' Tuesday: Fox's 24 returns with Jack Bauer (Kiefer Sutherland) still searching for a nuclear bomb (Channels 19, 45); Robin Williams plays a psychic on Bonnie Hunt's Chicago talk show on Life with Bonnie (Channels 9, 2); and Lilith (Bebe Neuwirth) wants to have another baby with Frasier (Channels 5, 22).
