WYOMING - Nothing like a good inside joke between government bookkeepers.
A representative of the association of Ohio auditors on Monday presented Wyoming City Council with a certificate of achievement for comprehensive annual financial reports - the 10th year in a row Wyoming has received the award for meticulous financial reporting and government accounting.
As Kay Rogers, president of the Ohio Government Finance Officers Association, presented the award, council members told her to look over at an adjacent wall, where nine awards from previous years hang.
Some of the awards were slightly crooked.
"Uh-oh, the bean counter in me is coming out," Rogers said. "You gotta make sure those awards are more straight."
"Does this mean we don't qualify for next year's?" Wyoming Mayor David J. Savage said to laughter. "Well, I guarantee the lines on our financial reports are straight."

Early birds: Today is the filing deadline for most Butler County races in November, but politicos and hopefuls already are looking ahead to the fall 2004 election.
Greg Stephens, chief of the juvenile division in the Butler County Prosecutor's Office, will run for one of the county's juvenile judge seats, he wrote in a recent letter to members of the county's Republican Executive Committee.
Butler County Juvenile Court Judge David Niehaus is the only Butler juvenile court judge up for re-election next year. He has been a juvenile court judge since 1987, according to the Butler County Board of Elections.
Friday, Butler County Prosecutor Robin Piper begins his re-election campaign for 2004 by holding a fund-raising dinner and a silent auction at the Hamilton Boat Club in downtown Hamilton.

Ready to run: While Fairfield set the trend earlier this summer for busy races this fall (12 candidates vying for four open seats), other Butler County races are also hopping.
As of Wednesday afternoon, West Chester Township Trustee Dave Tacosik faced three challengers: George Lang, a member of the township's board of zoning appeals; Daniel Wagner and Tyrone Sims.
In Liberty Township, incumbent David Kern faces a challenge from longtime resident Ron Brillhart, who rarely misses trustee meetings.
In Fairfield Township, incumbent Joe McAbee faces challenges from two hopefuls, Wallace Langevin and Terry Scharnhorst.
And with Monroe's City Council grappling with a financial mess, potential candidates to replace them are lining up.
Four of the council's seven seats are up for election in the fall, and as of Wednesday, there were nine possible candidates. Just five had filed paperwork: Mayor Mike Morris, Councilmen Robert Youtsler and Richard Kremer, and residents Lora Stillman and Bob Kelley.

One more time: Monroe Mayor Mike Morris confirmed Wednesday he is running for a second term.
He says he's grateful for a citizen committee that recently helped officials review the city's financial picture and come up with ideas to boost revenue and cut expenses.
