Staff/Wire reports
Cincinnati is slowing its rush to keep an Avondale medical testing company from moving across the river. Mayor Charlie Luken had pushed last week for City Council to approve the $3.1 million incentive package for LabOne Inc. by Wednesday. But Chad Munitz, the city's development director, said the city needs more time to make sure the city package meshes with a $14.4 million in grants, tax credits and low-interest loans from the state. LabOne, considering sites in Bond Hill and Kentucky, agreed to the delay, Munitz said.

Boy to face rape charges as juvenile
A 16-year-old Colerain Township boy accused of raping two 14-year-old girls in a basement storage room at Northwest High School will not face trial as an adult, Hamilton County Juvenile Court Judge Thomas Lipps ruled Monday. Prosecutors asked the judge to withdraw their request to have the boy bound over to adult court. Ken Lawson, attorney for the defendant, said the stories of the two girls have changed since they first spoke with authorities and that his client was being "set up." Lipps said he would release the boy into the custody of his mother, but that he would have to remain under house arrest. He will appear in Juvenile Court again on April 22.
