Tax issues fill up ballots

Monroe seeks increase, credit; schools pushing levies

By Sue Kiesewetter
Enquirer contributor

Residents in Monroe will be asked to increase the city's income tax from 1 percent to 1.5 percent and also to renew an operating levy for their schools when they go to the polls Aug. 3.

Those two are among 11 school and four municipal issues filed in Southwest Ohio by Thursday's filing deadline for the August ballot.

If approved, council is poised to increase the city's tax credit for those who live in Monroe but pay income taxes elsewhere.

"About 75 percent of our citizens would not be affected," said Jay Stewart, acting finance director. "If you live in Monroe but pay taxes elsewhere, you won't have to pay Monroe's tax - you'll get 100 percent credit."

Other issues on the ballot in Butler, Warren and Clermont counties:

Butler County

Edgewood Schools: 6.9-mill continuing levy that would raise $2.49 million annually for day-to-day operations. Cost: $211.32 annually on a $100,000house.

Fairfield Schools: 6.9-mill continuing levy that would raise $9.1 million annually for daily operations. Cost: $211.11 on a $100,000 house.

Monroe Schools: Renewal of a 5-year, 5.95 mill operating levy that expires in December. They levy would continue to raise about $1.5 million each of the next five years. Taxes would not increase.

Monroe City: A 0.5 percent income tax increase expected to bring in an additional $1.3 million. The money would be used to maintain services and for capital improvement projects.

Clermont County

Clermont Northeastern Schools: A 4.9-mill permanent improvement levy to raise $1.2 million annually to pay for textbooks, upgrade technology and maintenance. Cost: $150 on a $100,000 house.

Williamsburg Schools: 6.4-mill, five-year, levy that includes renewing 2.8 mills and adding 3.6 mills. The levy would raise $651,116 each year. Cost: net increase of $110 annually on a $100,000 home.

Warren County

Franklin Schools: A 9.79 mill continuing operating levy that would provide $3,895,862 annually to maintain programs and pay for safety improvements. Taxes would increase $299.82 annually on a $100,000 house.

Franklin Schools: A 4.73-mill bond issue that would provide $29.8 million to add classrooms at Anthony Wayne, George H. Gerke, Hunter and Pennyroyal elementary schools along with renovations at the high school. Cost: $145 on a $100,000 house.

Franklin Schools: A 0.19-mill bond issue to raise $1.2 million for stadium improvements. Cost: $5.82 on a $100,000 house.

Waynesville Village: A referendum that will allow voters to decide if a one-half percent tax Village Council adopted should be enacted. The tax was estimated to bring about $300,000 to village coffers.

In Hamilton County, voters will see school issues in the Mount Healthy, Sycamore and Winton Woods districts and a fire levy in Mount Healthy.
