DEERFIELD TWP. - The township clerk is asking the Ohio Elections Commission to take a hard look at an ousted trustee's campaign finance reports because, she says, they included inflated dollar figures, misreported contributions and mislabeled events.
In the 10-page complaint, accompanied by attached reports, Clerk Kristin Spiekerman lays out 12 points where she says former Trustee Bill Morand's campaign reports are inaccurate or do not follow the law. They include allegedly not listing contributions from a fund-raising event on the proper forms and not listing the purchase of T-shirts that supporters wore. She also says Morand accepted donations he shouldn't have and that Morand violated disclaimer rules by describing bagged candy as individually wrapped candy.
The commission will discuss the complaint Aug. 19.
"The truth is that in my opinion, one will probably never be able to determine if all of the information contained in Mr. Morand's campaign finance reports are accurate because they are so unclear and confusing, the proper forms were not used and proper backup for the expenditures were not provided," Spiekerman wrote in the complaint.
Morand could not be reached for comment. His attorney, Theodore J. Froncek, was in court Tuesday afternoon and did not return calls for comment.
Spiekerman's complaint is dated July 9. In a July 12 letter to the elections commission's executive director, she includes Cincinnati United Contractors in the complaint because, she says, the commercial contractor and developer gave employees paid days off if they would work the polls in support of Morand and clerk candidate John Kenny.
United Contractors owner Chuck Kubicki, who first heard about it from the Enquirer Tuesday, said the claim was "insane." He said some employees may have worked the polls on their lunch breaks, but no one was offered paid time off to his knowledge.
Spiekerman was re-elected in November. Morand, who was a trustee for eight years, lost the November election to Lee Speidel.
