Elmwood Place voters won't see a renewal property tax levy on the November ballot because Village Council allowed an absent council member to vote to put it on the ballot.
Councilman Arthur Coffey was marked absent from the Aug. 11 meeting when council voted to put the levy on the ballot, but the clerk recorded his vote as "yes" on the resolution, elections officials said.
After a citizen protested to the Board of Elections, the village withdrew the tax levy and plans to put the issue before voters at a special election in February. The levy pays for general operating expenses of the already financially strapped village.

But City Solicitor J. Rita McNeil told the Board of Health this week that the city has given Waste Management written notice that the property doesn't have the required zoning permit and cannot operate the transfer station.
