On a block of Vine Street marred by boarded-up buildings, an
American flag hangs outside Joseph House. Inside, against a backdrop
of classical music, several men mill about the reception area. The
residential treatment program helps homeless veterans fighting mental
illness and addiction.
Calvin W. Wooten, 45, the treatment coordinator, had a close-up
view of last year's riots. So did two dozen clients seeking to remake
their lives. Many were fearful. One, caught in a barrage of bricks,
did not return.
A year later things have calmed, but little has changed, Mr.
Wooten says.
"The same thing that was going on on Vine Street in
Over-the-Rhine 20 years ago is still going on today. They're still
selling drugs. The hookers are still out. The kids are still hanging
out in front of businesses, playing their music."
And people are still frustrated that it takes so long to get
answers from the city, he says. Groups are working to make things
better in the city, but Mr. Wooten says he hasn't seen much progress.
